Effect of plant closures on WC

Does anybody know where to find published sources on the effect of
plant closures on WC costs (if there are any)? Anecdotal evidence and
one study I was able to do for a client indicates that both the
frequency and severity of claims are negatively affected by layoffs
associated with plant/location closures.
