State rates are usually considered fully credible. I would be interested to
know why you don't think they are. If state rates are not sufficient, try
regional or other states that you believe are similar. I don't think
countrywide will help.

Credibility standard could be payroll, number of workers, etc...

What should I use for the standard for full credibility for the
STATEWIDE
rate level indication? (In his paper on WC ratemaking, Feldblum
address
credibility only for classification ratemaking)

What should I use for the complement of credibility???
