It is not as simple as big-car=safer for occupant/more dangerous for others.
The occupant safety is well documented by vehicle. There are a number of
smaller SUV's which are both heavier than the typical car and much more
dangerous (for the driver) than a typical car. Similar disparities probably
exist on the liability side.

Capturing information on both internal and external safety (PIP and
Liability) is the best way both to allocate costs fairly and to let the
market find safer cars.

Now, if only we could allocate the costs of air pollution and mid-east wars.
