Abstract
I do not, as Mr. Magoun thinks, precisely deny the existence of a group of classifications with such limited state exposure as to be meaningless. Of course, there are such classifications. I will go farther and say that there are some where the entire national experience is meaningless but where, nevertheless the scheme of selecting national pure premiums provides a minimum of 10% credibility.
