Abstract
This paper demonstrates conclusively that compensation loss cost in Wisconsin per $100 of payroll is substantially lower than the corresponding loss cost in New York in spite of the fact that Wisconsin benefits are over all approximately on a par with New York benefits. It is further demonstrated that this difference in pure benefit cost can be accounted for by lower accident frequency in Wisconsin only to a minor, though by no means negligible, extent.
