This cover is one of the smallest, but fastest growing, and certainly the most unique of modern times. It is important to understand, not only for its own sake, but also for the innovations in the formation of pools of insurance companies, the complete cooperation between stock and mutual companies, the close coordination with government agencies, and the many efforts to foster and encourage a growing, dynamic industry.
