Abstract
The National Council on Workmen's Compensation Insurance has undertaken a revision of the schedule-rating system. Although the present schedule is unsatisfactory, there is no such pressing need of a new schedule that the work can not be carried on deliberately and thoughtfully and thoroughly; unless a schedule can be evolved which shall show marked improvement ever the present schedule, which shall bear indubitable signs of being structurally right, which upon that right structure shall carry a content that is based upon fact rather than mere judgment, there will be no use of making a change, for every change is disturbing and to that extent to be avoided.
