Uses of Closed Claim Data For Pricing, [Review of Paper]

Abstract
I looked forward to reviewing this paper because, first, 1 was intrigued by the title (I couldn't understand how closed claim survey data could possibly be used for insurance pricing) and also because I thought I might learn something about closed claim surveys. It also seemed interesting to review a paper written by someone from the regulatory ranks since, as a rating organization employee, I would probably find many areas of healthy disagreement.
